Turn the Instant Pot to Sauté and add butter. Cook onions until softened and then add garlic. (Click through link for stove-top directions)

Add rice, frequently stirring for three minutes. Deglaze the pot with wine and stir until it nearly evaporates.

Turn off Instant Pot. Add butter and Parmesan. Stir to melt and then add lemon juice, chives and dill. Scoop into bowls and top with smoked salmon.
